FAA employs about 44,000 people and about 34,400 are represented workers. This leaves about 9,600 (22%) people classified as management and/or non-represented. Employees are represented by nine different unions comprising 45 separate bargaining units. In choosing to exercise anti-worker powers granted in the 1996 FAA personnel reform law, the agency has demoralized workers, stomped on activism by ignoring unions, stopped or stalled negotiations, and forced involuntary working rules on 17 of these bargaining units. NATCA represents more than 430 employees in the FAA Renton office buildings and in satellite offices in the Northwest-Mountain region. These people are proud to work in Logistics & Information Resources, Aircraft Certification, Airports Division and Airport District Offices, Drug Abatement Inspectors, General Counsel's office and the Air Traffic Organizations' (ATO) Service Center where engineers and air traffic specialists work in Planning & Requirements, Safety Assurance, ATO Technical Operations Engineering and Technical Services.
